Richard is presently the manager of the hazmat and Region 1 programs at Louisiana State University Fire and Emergency Training Institute, and has been serving both the industrial and municipal fire service for the past 38 years. His municipal service experience includes firefighter, captain, arson, chief of fire prevention, training officer, assistance chief, and fire chief. Richard is a life member of Louisiana State Firemen’s Association. The 2002 LSFA conference was dedicated to Richard for his service and contribution to the fire service of Louisiana. He also served as the 6th district representative for the Louisiana Fire Chiefs Association. Mr. Browning has gained industrial experience from serving on an emergency response team for 17 years, and also as a member and manager of industrial response teams for 13 years. Richard also started the OSHA consultation service for the state of Louisiana.
